Governance/Boards

At the center of this partnership is a governance structure that brings together research units and the communities they serve. Moreover, in the governance of these translational research-community partnerships, representatives of the community are in the majority, and the governing body has a meaningful authority over the way translational research is conducted in the community.

A Steering Board that includes representation from each of the components oversees the Community Engagement and Research Program (see below). The board is modeled after the successful Community Coalition Board that governs the MSM Prevention Research Center. It includes representatives of each of the academic partners and each of the defined community partners; community representatives will always be in the majority and the Chair of the Board will be a community representative. The board operates under a simple set of bylaws (to be developed and ratified at its initial meetings) and establishes policies under which research can be conducted through the partnership. The Steering Board has the authority to specify conditions under which ACTSI research can be conducted in the community. The Project Review Committee, reviews all protocols proposed for implementation in the community using ACTSI resources and has the power to reject the proposals or to require changes. This is in addition to the usual review by the Institutional Review Boards of the academic partners.
